The Rider Bill of Evil

Pure evil hardly ever shows itself; it would be far too easy to see it and eradicate it.

Instead, evil attaches itself to good and tags along, like a bad rider bill attached to an otherwise benevolent law. Messy entanglement is evil's primary method of action.

So the moral is: always read the fine print.
